摘要
罗马尼亚作为欧盟成员国,是中国同中东欧国家乃至整个欧洲合作的重要支点,也是“一带一路”倡议的重要沿线国家,研究罗马尼亚电力市场对我国投资中东欧电力行业具有重要意义。2018年,罗马尼亚全国电力装机约25.05GW,其中火电占比49.18%,水电占比27.07%,核电占比5.19%,非水可再生能源占比18.56%。罗马尼亚电力行业已经完全实现了发、输、配、售的分离,主要监管机构是罗马尼亚能源部和能源监管局。目前,罗马尼亚在运行的电力市场主要有日前市场、绿色证书市场、辅助服务市场等6类。2019年,罗马尼亚制定了针对2030年、展望2050年的能源战略,提出了发展核电和可再生能源电力,提高能源电力互联互通能力,成为欧洲一流能源电力供应商的目标。随着“一带一路”建设和中国-中东欧“16+1”合作的不断深化,中资企业应密切关注罗马尼亚经济社会发展以及能源电力政策变动,把握市场机遇,积极寻求与当地企业的合作机会,谋求中东欧区域的长远发展。
As an EU member state,Romania is not only an important fulcrum of China′s cooperation with Central and Eastern European Countries(CEEC)and even the whole Europe,but also an important country along the Belt and Road,so studying the Romanian electricity market is of great significance to China′s investment in the power industry in Central and Eastern Europe.In 2018,Romania′s national power installed capacity was about 25.05GW,among which thermal power accounted for 49.18%,hydropower accounted for 27.07%,nuclear power accounted for 5.19%and non-hydropower renewables accounted for 18.56%.Romania has fully realized the separation of power generation,transmission,distribution and sale,and the main regulators are the Romanian Ministry of Energy and the Romanian Energy Regulatory Authority.At present,there are six types of electricity market in Romania,including day-ahead market,green certificate market and auxiliary service market.In 2019,Romania developed an energy strategy for 2030 and 2050,and set the goals of developing nuclear power and renewable energy,improving energy and power interconnection capability and becoming the leading energy and power supplier in Europe.With the continuous development of the Belt and Road construction and the China-CEED 16+1 cooperation,Chinese enterprises should pay close attention to Romania′s economic and social development and the changes in energy and power policies,seize market opportunities,seek opportunities for cooperation with local enterprises,and seek long-term development in the Central and Eastern Europe region.
