摘要
随着大数据时代的到来,社会治理趋向于虚拟与现实的交织交融,如何推进基层社会治理走向智能化与精细化,已成为信息时代推进国家治理体系和治理能力现代化的必然要求。基层社会治理的实践成效与价值感知,会不断映射在时间维度的心理感受和主观评价上,累积式地影响着公民对政府的信任与政党认同。因此,为有效应对这些时代新问题,应该充分发挥党建在基层社会治理进程中的引领带动作用通过“党建+数据平台”“党建+问题导向”“党建+网格联动”的有效探索,推动党建引领基层社会治理的共建共治共享格局形成,实现党建引领基层社会治理走向智能化与精细化。
With the advent of the era of big data, the social governance means tends to be both virtual and realistic. The issue of how to promote intelligent and refined lower-level social governance has become an inevitable requirement for the modernization of China’s governance system and capacity for governance in the information age. The practical effect and value perception of lowerlevel social governance will be constantly reflected in the psychological feelings and subjective evaluation in the time dimension, which will have a cumulative impact on the citizens’ trust in the government and acceptance of the Party. Therefore, in order to effectively deal with these new problems of the times, we should give full play to the leading and guiding role of Party building in the process of lower-level social governance. Through the effective exploration of "Party building + data platform", "Party building + problem orientation" and "Party building + grid linkage", we should form a pattern of co-development, cooperation, and sharing for the Party building-led lower-level social governance and make it intelligent and refined.
