摘要
社区治理创新强调治理经验的创新性,然而实践中很多模式表面上看似新颖和多样,通过进一步的分析却发现其本质上具有很强的相似性。本文跳出传统意义上国家-市场-社会关系下的社区治理创新研究,在总结和梳理各种典型创新模式的基础上,从创新动力产生到创新策略执行全过程的动态视角重新思考三者在社区治理创新中的互动方式和内在机制。由于治理主体的动力和资源等客观条件共同决定创新形式的有限选择空间,最终形成了强制创新机制、压力创新机制、模仿创新机制、功能创新机制。该研究有助于深刻揭示社区治理创新的实质和内核,希望能够对社区治理创新的实践提供一定的参考。
The innovation of community governance emphasizes the innovative feature of governance.Many models,appearing novel and diversified superficially,are later found very similar in nature through further analysis.This paper jumps out of the traditional research of innovative community governance that lie in the state-market-social relations.Based on various typical innovation models and experiences,we rethink the interactive processes and internal mechanisms of the three in innovative community governance from the dynamic perspective of the body and structure of governance.Since the limited choice of space of innovative forms depends on both the dynamic mechanisms and objective conditions of resource dependence,the four mechanisms of innovative community governance,namely mechanism of forced innovation,mechanism of pressure innovation,mechanism of imitation innovation and mechanism of functional innovation,are eventually formed.This research is helpful to profoundly reveal the substance and kernel of community governance and can guide the innovation form of community governance,which will provide some reference for the practice of community governance.
