摘要
山东浮桥连通着黄河两岸公路交通网络,为促进地方经济发展做出很大贡献。2016年出台的《山东省水路交通条例》明确将浮桥纳入水路运输管理范畴。应该把浮桥作为“一艘船”来核定其载运能力,以便于通行秩序管理。同时,浮桥迫切需要引入良性竞争机制,强化从业人员队伍建设,更加注重优质服务;浮桥行政管理需要重视通航水域划定,进一步提高政务服务能力和水平,从而促进山东浮桥规范化发展。
Shandong pontoon connects the road traffic network on both sides of the Yellow River,making great contributions to promoting local economic development.The“Shandong Waterway Traffic Regulations”promulgated in 2016 clearly defines the pontoon into the scope of waterway transportation management.The author thinks:The pontoon should be used as a ship to be approved.Its carrying capacity is convenient for the management of the order.At the same time,the pontoon urgently needs to introduce a benign competition mechanism,strengthen the construction of the team of employees,and pay more attention to quality service.The pontoon administrative management needs to attach importance to the delineation of navigational waters,further improve the capacity and level of government service,and promote the standardized development of Shandong pontoon.
