摘要
正确评价城市生态环境良性健康状况是城市生态环境良性化管理和建设的基础。论文在研究云南重点生态功能区城市生态环境特点和生态环境问题及国内外相关研究的基础上,从自然生态环境、环境资源保护和生态环境管理能力三个方面选取能够表征和反映云南重点生态功能区城市生态环境良性化程度的18个指标,建立指标体系,确立评价标准,用层次分析法确定指标权重,用模糊数学方法构建评价模型。以西双版纳州勐腊县为典型案例,确定评价指标及标准,评价其城市生态环境良性健康状况。结果表明:2012年勐腊县生态环境整体状况属于健康状态。根据评价结果,明确了影响其城市生态环境健康的限制因素,主要有区域环境噪声平均值、水土流失面积及生态文明宣传教育普及率。
The correct evaluation of urban ecological environment health state is the basis of its management and construction.Based on the research of the ecological environment characteristics and ecological environment problems of the key ecological function areas in Yunnan Province,and the relevant research both at home and abroad,we selected some indicators to characterize the benign level of urban ecological environment of the key ecological function areas in Yunnan Province.These indicators included three aspects:natural ecological environment indicators,environmental conservation indicators and ecological environment management ability indicators.Total of them are 18 indicators.Then we established the index system and ascertained the evaluation criteria.Analytic hierarchy process(AHP)method was used to determine the weight of the indicators.And fuzzy mathematics was utilized to establish the evaluation model.Mengla County in Xishuangbanna is a typical ecological function area in Yunnan Province,and the county is the construction of ecological county.Taking Mengla as an example,the evaluation index and the evaluation standard were determined,and the healthy state of its ecological environment was evaluated.The results show that the overall situation of the ecological environment in Mengla belongs to the healthy state in 2012.Based on the evaluation results,we made certain the limiting factors that influence the urban ecological environment health,which are the average of regional environmental noise,water and soil loss area,publicity and education of ecological civilization penetration rate.
