摘要
通过收集整理近年来重庆秦巴片区7县区农业生产与粮食安全、农业资源与生态环境和人口与社会3大类16个评价指标,建立了指标的目标系统,参考目标系统值并根据指标类型对原始数据进行了相应的转换。本区域耕地资源较为缺乏,化肥和农药施用量较低,而人均粮食量和农村饮水安全等指标与目标值接近。利用欧氏距离法计算了2014年各县区的农业可持续发展指数(ASDI),计算结果表明本区域的ASDI值介于0.548~0.674之间,总体处于中低可持续发展水平。7县区以开州区、巫溪县、巫山县的农业可持续发展水平最高,奉节县、万州区居中,城口和云阳县相对较低。基于各县的评价指标系统的协调度(MHC)计算结果,MHC与ASDI总体上保持相似的趋势。提高农业可持续发展水平既要着眼于自身各子系统的完善,也要促进农业生态经济系统内部的协调发展。本区域应确保生态保护的优先发展定位,培育优势特色产业,不断增强农业的内生增长动力,以推动高质量的农业可持续发展。
Qinba mountain area in Chongqing(QBACQ)is located in the northeast of Chongqing municipality,covering 7 counties in total.The research is intended to evaluate the recent regional sustainable development in agriculture.16 indicators of corresponding 7 counties were collected,which can be classified into 3 subsystems,i.e.agricultural production,agricultural resources and ecological environment,and demography and society.According to indicator types,original indicator values were transformed into corresponding evaluation values in reference to goal values.As to indicators of arable land resources,application amount of chemical fertilizer and application amount of pesticide,the evaluation values were moderately lower.However,for indicators of grain per capita and drinking water security,the evaluation values were close to goal values.Based on Euclidean distance theory,Agricultural Sustainable Development Index(ASDI)was calculated for the 7 counties.The results show that the ASDI values fluctuates between 0.548 and 0.674,spanning from low to mid sustainability,in 2014.Among the 7 counties,Kaizhou,Wuxi and Wushan are in the group of higher sustainability.Chengkou and Yunyang belong to group of lower sustainability. Fengjie and Wanzhou are in the middle. Harmony coefficients of agroecologicaleconomics systems for the 7 counties remain similar trend as ASDI.Improving sustainability in agriculture not onlyneeds to focuse on optimizing the inner subsystems,but also needs to promote a balanced relationship among them. Therefore,ecological development should be placed as priority of local government agenda and greater efforts should be made tofoster industry of distinctive features and comparatively advantages and to enhance the endogenous growth force in agriculture.Finally,high-level sustainable development in agriculture could be achieved for the region.
