摘要
中美关系作为当今世界最重要的双边关系之一,加强对话合作,破解双方信任赤字、和平赤字、发展赤字,树立共商共建共享的全球治理观,缓解矛盾冲突是实现两国互利共赢的重要途径。发展好中美海上执法合作,对维护太平洋秩序、加强中美战略互信、推进“海洋命运共同体”建立有着重要意义。但是当前中美在海上执法领域的合作远未达到应有的水平,世界形势的不断变化与中国海警局成立,对中美海上执法合作提供了机遇和挑战。
s:Sino-US relations are one of the most important bilateral relations in the world today.Strengthening dialogue and cooperation,overcoming the trust deficit,the peace deficit and development deficit between the two countries,establishing a global governance concept of extensive consultation,joint contribution and shared benefits,and alleviating conflicts and easing tension are important ways to achieve mutual benefit and win-win results between the two countries.The ocean is the only geographical media of China and the United States,therefore it is of great significance to develop Sino-US maritime law enforcement cooperation,maintain the Pacific order,strengthen Sino-US strategic mutual trust,and promote“marine destiny”.However,the current cooperation between China and the United States in the field of maritime law enforcement is far from the level it should be.The constant changes in the world situation and the establishment of the China Marine Police Bureau provide opportunities and challenges for Sino-US maritime law enforcement cooperation.
