摘要
文章首先分析西部地区的科技投入现状及存在问题,并探析科技投入存在问题的原因。在科研经费投入方面,经费投入存在“马太效应”、投入结构类型不合理、经费投入所带来的产出较低等问题。在科技人力资本方面,存在人力资本投入不足、科研人员的科技创新能力较弱。究其原因,在政策方面主要包括科研政策不完善和科研制度缺乏针对性两方面原因。提出了要调整科技投入结构、改善科研经费管理、加强科研人员管理、优化科研管理政策制度、建立完善的评价体系的对策建议。
Firstly,The paper analyzes the current situation and existing problems of science and technology investment in the western region,and analyzes the reasons for the existence of scientific and technological input.In the aspect of scientific research funding,there are problems such as"Matthew effect",unreasonable type of input structure and low output brought about by financial input.In the aspect of human capital in science and technology,there are problems such as insufficient investment in human capital,weak scientific and technological innovation ability of scientific and technological researchers,and uneven distribution of scientific research personnel.The reason sits mainly in terms of policy,including imperfect scientific research policy and lack of targeted scientific research system.The paper puts forward some suggestions to adjust the structure of scientific and technological input,improve the management of scientific research funds,strengthen the management of scientific research personnel,optimize the policy system of scientific research management,and establish a perfect evaluation system.
