摘要
创新驱动是新时代我国经济发展的根本动力,创新驱动战略的顺利实施离不开充足且配置合理的科技投入。现阶段我国科技投入总量虽然大幅提高,但仍存在重试验轻基础、重研发轻转化、重总量轻质量等关键问题,导致我国创新驱动的瓶颈日益突出。科技创新中基础研究能力弱、缺乏关键核心技术、科技成果转换率低等问题严重制约着创新能力的提升。因此,深入推动我国创新驱动发展战略,应从科技投入强度和科技投入结构两方面下功夫,不仅需要加大科技投入规模,优化科技投入结构,而且需要完善科技投入体制机制和创新人才队伍建设。
Innovation drive is the fundamental driving force of China′s economic development in the new era. The smooth implementation of innovation drive is inseparable from sufficient and reasonable investment in science and technology. At present, although the total investment in science and technology in our country has been greatly increased, there are still some key problems, such as emphasizing experiment over foundation, emphasizing research and development over transformation, and emphasizing total investment over quality, which lead to the bottleneck of innovation drive in our country increasingly prominent. The problems of weak basic research ability, lack of key core technology and low conversion rate of scientific and technological achievements in scientific and technological innovation seriously restrict the improvement of innovation ability. Therefore, in order to further promote our innovation-driven development strategy, efforts should be made in terms of the intensity and structure of science and technology input. It is necessary not only to increase the scale of science and technology input and optimize the structure of science and technology input, but also to improve the mechanism of science and technology input and the construction of innovative talents.
