摘要
在PPP模式下,通过对城市地下综合管廊财务评价过程中计算期的确定、总成本费用测算、维持运营投资分析、基准收益率的确定以及综合管廊服务费的测算等几个方面的研究分析,整理归纳此类项目财务评价的重难点,并以西安市地下综合管廊建设PPP项目Ⅰ标段为例,详细分析其财务评价过程,为类似PPP项目的财务评价提供参考。
Under the PPP model,the paper studies the financial evaluation of urban underground utility tunnel by determination of calculation period,calculation of total cost,analysis of maintenance operation investment,determination of benchmark yield and calculation of service fee of underground utility tunnel,summarizes the key and difficult points of financial evaluation of this kind of project.Taking the section I of PPP project of Xi’an underground utility tunnel construction as an example,analyzes its financial evaluation process in detail,so as to provide reference for financial evaluation of similar project under the PPP mode.
