摘要
我国新医改落地执行以来,政府主导与市场机制相结合的公益性发展模式得到了社会的充分认同,从一定程度上促进我国卫生事业健康发展的步伐,但依然没有改变优质资源供给不充足、城乡卫生发展不均衡和财政卫生投入不足等问题,尤其是基层公共卫生产品与服务有效供给不足的问题。该文通过对鲁西南地区基层公共卫生机构的现状进行调研,总结分析了基层公共卫生产品与服务的供给情况变化及其原因;同时结合企业社会责任理论给出相关产品和服务的有效供给的两个有效路径,以及提升外部市场主体参与程度的三项策略。
Since the implementation of the new medical reform in China,the public welfare development model combining government leadership and market mechanism has been fully recognized by the society,and to a certain extent,it has promoted the healthy development of China's health industry,but it still has not changed the inadequate supply of quality resources,uneven urban and rural health development and insufficient financial health investment,especially the lack of effective supply of grassroots public health products and services.This paper investigates the current situation of grassroots public health institutions in southwestern Shandong,and summarizes the changes in the supply of grassroots public health products and services and their causes.At the same time,it provides two effective supply paths of related products and services based on the theory of corporate social responsibility and three strategies to increase the participation of external market players.
