摘要
长期以来,形式多样的全球问题层出不穷,对人类社会的生存和发展产生了巨大的不良影响。全球问题的应对之道就是全球治理。但是,迄今为止,全球治理的成效未必是令人满意的。习近平主席将此视为“治理赤字”。为了进一步推动全球治理,消除“治理赤字”,有必要做出以下努力:要大幅度提升联合国在全球治理中的重要作用,尽快改善大国关系,努力消除“信任赤字”,坚定不移地反对霸权主义、霸凌主义、单边主义和保护主义,大力发挥二十国集团和金砖国家等非国家行为体的作用。此外,为使全球治理获得更有力的学术支撑,有必要认真考虑以下几个问题:如何研究全球治理,如何看待当前的国际秩序与全球治理的关系,能否实现“去美国化”,如何认识“一带一路”倡议与全球治理的关系。
Numerous global issues have been affecting the well-being of mankind.Global governance is the way of dealing with the global issues.Until now,however,the achievement of global governance is far from satisfactory.In order to eliminate what Chinese President Xi Jinping described as“a deficit of global governance”,efforts must be redoubled to uphold the importance of the United Nations,to improve the relations among the major powers by wiping out the“trust deficit”,to firmly resist hegemonism,bullying,unilateralism and trade protectionism,and to strengthen the role of the multilateral institutions such as the G20 and BRICS.For more academic support to global governance,the following issues need to be discussed:the ways to undertake academic research on global governance,the relationship between the world order and the global governance at present,the possibility of realizing the so-called“de-Americanization”;and the relationship between the Belt and Road Initiative and global governance.
