摘要
指出了粤港澳大湾区建设已上升为国家战略,区域的生态环境问题已成为制约其可持续发展的主要瓶颈。分析了粤港澳大湾区生态环境存在的主要问题,并在此基础上提出了打造粤港澳大湾区生态环境共同体的几点建议,包括建立协同共治机制、系统实施生态修复、以目标为导向实施环境治理、建立协同有力的绿色发展体系、打造互联互通的交通网络、构建一体化环境信息网络、建立碳排放交易市场、强化金融教育与科研的支撑、组建生态研究院等。以供参考。
The construction of Guangdong-Hong Kong-Macao Greater Bay Area has risen to a national strategy,and the regional ecological environment has become a major bottleneck restricting its sustainable development.Based on the analysis of the main problems existing in the Guangdong-Hong Kong-Macao Greater Bay Area,this paper puts forward some suggestions on building the ecological environment community of Guangdong-Hong Kong-Macao Greater Bay Area,including the establishment of a cooperative co-governance mechanism,the systematic implementation of ecological restoration,the goal-oriented implementation of environmental governance,the establishment of a coordinated and effective green development system, and the creation of mutual benefit, the interconnected transportation network, integrated environmental information network, carbon emissions trading market, financial education and scientific research support, the establishment of ecology research institute, etc.
