摘要
基于对武汉大学生人才新政的评价及行为选择的调查,从人才政策的“内在效度”和“外在效度”两个方面分析人才新政的效度及其优化之道。文章认为,“人才新政”的实质是“政策留人”,即通过政策支持以吸引人才、留住人才。调查显示,城市人才新政对吸引大学生留汉就业创业具有较强的吸引力,但是,对大学生择业择城最关键的影响因素是工资待遇、职业发展空间以及城市经济发展水平。为此,必须进一步完善城市人才政策,理顺政府与市场关系,充分发挥市场在人才资源配置中的基础性作用;协调局部与整体利益,致力于提升国家人才资源配置的整体效益;处理好学历与能力的关系,实施更加开放和公平的城市人才政策。
Based on the investigation of evaluation and behavior selection of students at Wuhan University on the new talent policy,this paper analyzes its validity and optimization from the aspects of“internal validity”and“external validity”.It holds that the essence of the new talent policy is“attracting talents through good policies”,that is to attract and retain talents through policy support.According to the survey,the new urban talent policy has a strong attraction to college students who want stay in Wuhan for employment and entrepreneurship,but the most critical factors affecting college students to choose a city are salary,career development space and urban economic development level.Therefore,it is necessary to further improve the urban talent policy,straighten out the relationship between the government and the market,and give full play to the basic role of the market in the allocation of human resources;to coordinate the local and overall interests to improve the overall benefits of the allocation of national human resources;to properly handle the relationship between academic qualifications and abilities and implement a more open and fair urban talent policy.
