摘要
上海应在积极借鉴国内外先进经验的基础上,结合自身特点,在较短时间内探索建立一套符合上海发展需要的垃圾分类管理体系,以此为基础切实提升超大城市的环境治理能力,为全国的垃圾分类提供样板示范。上海生活垃圾治理应按照“先粗后细、以点带面”的原则,以干湿垃圾分离为主要目标,以完善从硬件到软件的基础设施体系为工作重点,逐步建成覆盖全市的生活垃圾全程分类体系。
On the basis of actively learning from domestic and foreign advanced experience,Shanghai should explore and establish a set of waste classification management system in line with Shanghai's development needs in a short period of time.Based on this,Shanghai should effectively improve the environmental management capacity of megacities.Provide model demonstrations for waste sorting across the country.Shanghai domestic waste treatment should be based on the principle of“first coarseandthenfine with points and noodles”withthe main goalofseparationofdryand wet garbage,to improve the infrastructure system from hardware to software,and gradually build a wholeclass classification system for domestic garbage covering the whole city.
