摘要
人工智能技术的蓬勃发展引起了学界广泛的关注。在国家治理的视域中,人工智能会带来哪些重大的变革,又会产生怎样的问题?本文从国家与社会关系、政商关系和政府工作逻辑三个方面对人工智能与国家治理的关系进行讨论。人工智能将重构传统界限分明、相互分离的国家-社会和政商关系,并使得政府工作逻辑呈现出从科层垂直到神经网络、从官僚体制到算法体制的变迁。此外,以善治为目标的治理逻辑和以计算为目标的智能逻辑具有三重共鸣与冲突,把握好两者的共鸣,谨防冲突带来政治、社会和文化问题将是未来国家治理现代化面临的巨大挑战。
The booming development of artificial intelligence technology has aroused widespread attention in the academic world.What major changes will be brought about by artificial intelligence from the perspective of state governance,and what kind of problems will arise?This paper discusses the relationship between artificial intelligence and state governance from three aspects:state and society relations,state and business relations and government work logic.Artificial intelligence will reconstruct the traditional distinct and separate relationship of state-society and state-business,and the logic of government work shows the transition from bureaucratic vertical system to recurrent neural network,from bureaucratic system to algorithmic system.In addition,the governance logic with good governance and the intelligent logic with computation as the goals have triple consensus and conflicts.Strengthening the consensus of the two,and solving the political,social and cultural problems brought by the conflicts will be great challenges in the modernization of state governance in the future.
