摘要
欧盟作为碳市场的先行者在实践中积累了丰富的经验,我国建设全国统一碳排放权交易市场的过程中可以借鉴其成功经验,从差异化分配配额、完善MRV体系、做好顶层设计、推进碳金融创新和风险把控四方面着手改善,促进我国碳市场快速发展。
As the pioneer of carbon market,the EU has accumulated rich experience in practice.In the process of China's con-struction of a unified carbon emission trading market,there are some problems such as unreasonable allocation of quotas,imperfect MRV system,lack of top-level design and few market participants,so we can learn from the successful experience of EU ETS.we will promote the rapid development of China's carbon market by differentiating quota allocation,perfecting MRV system,making top-level design,promoting the financial innovation and risk control.
