摘要
以区域为单元剖析碳交易市场构建路径意义重大,将为全国碳交易市场构建探寻科学有效的路径。以典型城市重庆市为例,基于立足市情、探索新路的客观分析,重庆开展区域碳交易具有显著的示范效应和良好的市场基础,供需条件已基本形成。重庆市域内以碳冲抵方式推广实施"碳票"交易模式,运用市场机制推进实现市域内碳减排。交易执行时以重庆市联合产权交易所为基础,建立碳交易中心,制定相应的交易规则与交易系统,强化认证管理,落实第三方核证制度,严格交易管理与监督,规范碳交易市场秩序。政府应从宏观上进行把握和引导,运用政策杠杆推动形成交易需求和交易环境;成立碳交易协调统筹机构,负责对碳交易过程进行指导、协调和监督等;设计科学有效的路径,推进碳交易有效执行;加强碳交易市场调控和监管,保证碳交易顺利进行。通过不断完善碳交易模式以及制定配套政策体系,渐进形成相对成熟的碳交易市场体系和运行机制,为全国性碳交易市场的构建奠定基础。
It is significant to analyze the path of establishing regional carbon trading market, which will scientifically and effectively pave the way for the establishment of national carbon trading market. This paper took Chongqing as a case and presented an objective and exploratory analysis based on Chongqing＇s conditions. Chongqing is a typical city with remarkable demonstration effect, solid market foundation as well as reasonable supply and demand relationship, for implementation of regional carbon trading. We suggest government should promote application of ＂carbon ticket＂ trading mode by means of carbon emission offset in the area of Chongqing, and make use of market mechanisms to achieve intra-regional carbon emission reduction. When transaction executed, we should be based on the related provisions of the Chongqing United Assets and Equity Exchange, at the same time, establish the carbon trading center, formulate the corresponding transaction rules and system, strengthen authentication management, realize the third-party certification system, control transaction management and supervision, and standardize carbon trading market order. Government must take following actions to promote carbon trading market： regulate and guide the trading at the macro level, apply policy leverage to create demands and establish transaction environment; set up an organization of carbon trading coordination, responsible for conducting, coordinating and supervising etc. ; design scientific and effective path to promote efficient and effective implementation of carbon trading; strengthen control and supervision of carbon trading market to ensure the trading is implemented smoothly. By constantly improving carbon trading mode and formulating supporting policies, a relative mature marketing system of carbon trading and its implementation mechanism will come into being, which will be the foundation for the establishment of national carbon trading market.
