摘要
非洲在过去十五年间,国内生产总值和人均值均有增长。然而,相关增长既非包容性增长,也没有创造就业。这种增长没能缩小不同收入阶层和不同群体之间的不平等,没能带来结构的转型。过度单纯关注增长容易忽视发展中所缺失的上述要素,应该更多关注经济结构的转型,这是应对非洲不平等、失业和贫穷等挑战的必要条件。
In the past fifteen years,Africa has achieved substantial economic growth without significantly reducing its poverty,unemployment and wealth gap between rich and poor.Unless these problems are resolved,African would find it extremely difficult to realize sustainable and encompassing development.For this purpose,Africa is obliged to pursue structural transformation from semi self-dependent agriculture to manufacturing or service sectors.
