摘要
六个北极原住民组织是北极理事会的永久参与方。原住民组织积极参与北极理事会中的各种会议和各个工作组的活动与研究,同时,针对具体的议题领域自始至终的参与。在参与北极地区治理的过程中,原住民的传统知识逐渐得到重视并且越来越多地被运用于北极治理。但由于北极理事会的缺陷,原住民的能力不足,资金的严重缺乏,导致原住民参与北极治理和事务较为有限。阿古基金会的成立是原住民组织和北极国家共同努力的结果,如果基金会运作有效,必将提高原住民的参与能力,使原住民组织在参与北极治理方面跨上新的台阶。
The six Indigenous organizations are the Permanent Participants of the Arctic Council. They are actively involved in the activities and research of each working group as well as various meetings in the Arctic Council; Meanwhile, they take a positive attitude of participation for specific issue areas all the while. In the course of involving in the governance of the Arctic region, Indigenous traditional knowledge are increasingly valued and more and more used in Arctic governance. However, the facts result in indigenous participation in the Arctic governance and affairs more limited due to the deficiency of the Arctic Council, insufficient capacity of indigenous peoples and a serious lack of funds. The establishment of The Algu Fund is the result of the joint efforts of indigenous organizations and the Arctic countries. If the Algu Fund works effectively, it will improve the ability of participation of indigenous people, for making indigenous organizations in the Arctic governance to step onto a new level.
