摘要
自2008年美国“次贷危机”全面爆发以来,世界经济格局发生变革:美国、日本、欧盟等西方国家和地区进入经济衰退的困境,而中国、印度等亚洲新兴市场则快速崛起,中国更是跃升为全球第二大经济体、第一大工业生产国与第一大贸易国。研究认为,2018年爆发的中美贸易摩擦既是美国与中国之间经济实力与战略的较量,又是长期以来世界贸易不平衡、国际资本逆向流动与国际经济话语权争夺等三大突出问题的集中反映。研究还认为,作为经济全球化的受益者、贡献者和快速崛起的新兴大国,中国应该积极主动并实质性地扩大甚至引领国内市场对外开放,同时采取重点突破和以点带面策略促使“一带一路”倡议与国内自由贸易试验区等深度融合,保持并推动与美国、日本、欧盟等西方国家和地区以及金砖国家等新兴市场经济体的建设性磋商,充分利用二十国集团等国际合作平台共同推动国际经济治理特别是世界贸易组织改革,确保世界经济更为开放、协调与可持续发展。
Since the comprehensive breakout of the“subprime crisis”in the US in 2008,the global economic pattern has undergone a transformation:US,Japan,EU and other western countries and regions have entered the plight of economic downturn,while emerging Asian markets such as China and India rose in a short period of time.China emerged rapidly as the second largest economy,the largest industrial producer and the largest trading nation of the world.Study holds that the Sino-US trade conflicts breaking out in 2018 not only symbolize a contest between the US and China in terms of economic strength and strategy,but also reflect three prominent issues of the world trade imbalance,the reversal of international capital flows and the competition forthe discourse power of global economy.This study also concludes that as the beneficiary and contributor of economic globalization as well as a rapidly growing emerging power,China should open up its domestic markets more actively and substantially,integrate“the Belt and Road”Initiative with the pilot free trade zones in China more profoundly by way of focused breakthrough and leading comprehensive growth by drawing upon the experience of key developments,maintain and promote more constructive dialogues with the US,Japan,EU and other western countries and regions as well as emerging market economies such as the BRICS,fully utilize the international cooperative platforms such as the G20 to jointly promote global economic governance especially reforms in WTO,and ensure a more coordinated,open,and sustainable development of the world economy.
