摘要
电视问政可以在媒体推动的作用下将公众关注的社会公共问题迅速提上政府议程,并在政府的即时回应后予以解决。以日照市电视问政节目《问政日照》和《问政追踪》为例进行内容分析,研究发现电视问政中社会公共问题的提出和解决以"建构式呈现-即时性回应-跨越式解决"的路径完成。以"媒体搭建平台、公众反映诉求、政府回应解决"为形式特征的电视问政已经开始成为政府治理效能提升和城市公共治理创新的新模式,但要依托电视问政构建城市公共治理创新的长效机制,需要将电视、网络、新媒体、热线电话等各种媒体形式纳入问政体系,以在场表达和非在场表达、直播呈现和非直播呈现、即时回应和非即时回应、剪辑反馈和其他反馈等要素持续性地提升政府治理效能。
Under the promotion of media, television politics can quickly put the social public issues of public concern on the government’s agenda and solve them after the government’s immediate response. This paper analyzes the contents of Rizhao’s TV programs "Asking for Politics of Rizhao" and "Asking for Politics Tracking". It is found that the approach of "Constructive Presentation, Immediate Response and Leapfrog Solution" is used to put forward and solve the social public problems in television politics. Television politics characterized by "Media Building Platform, Public Reflecting Demands and Government Responding to Solutions" has become a new mode of government governance efficiency improvement and urban public governance innovation. However, to build a long-term mechanism of urban public governance innovation relying on television politics, it is necessary to integrate TV, network, new media, hotline and other media forms, by using the factors of on-site and off-site expression, live and off-site presentation, immediate and non immediate response, clip feedback and other feedback, so as to continuously improve the efficiency of government governance.
