摘要
不同于通常情况下的清单招标,EPC有其显著的个性特点,特别是在以往设计招标阶段就同时进行了施工招标,此时的施工招标通常是在没有设计图纸或仅方案设计情况下的招标,这样使得EPC模式的招标阶段造价控制比通常情况下的清单招标更复杂、更容易产生问题。EPC招标模式下的风险因素、风险管控也有其独特个性,文章研究了EPC招标时存在的风险因素、相应风险管控对策。EPC招标模式下的设计往往会有不同程度的变化,有的甚至变化很大,设计变化对造价控制的影响及对设计质量的控制须特别注意,避免后期出现大量争议。如何选择EPC合同模式是EPC招标非常重要的一环,要根据工程具体情况综合考虑。
Different from the usual case bidding, EPC has its distinctive personality characteristics. The most notable feature is that the construction bidding is carried out at the same time in the design tendering stage. The construction bidding at this time is usually in the absence of design drawings or only the design of the scheme. The bidding underneath makes the EPC model's bidding stage cost control more complicated and more prone to problems than the usual list bidding. The risk factors and risk management and control under the EPC bidding mode also have their own unique characteristics. This paper studies the risk factors and corresponding risk management and control measures in the EPC bidding. The design under the EPC bidding mode tends to vary to varying degrees, and some even vary greatly. The impact of design changes on cost control and the control of design quality must be paid special attention to avoid a lot of controversy in the later period. How to choose the EPC contract model is a very important part of EPC bidding. It must be considered comprehensively according to the specific conditions of the project.
