摘要
为保护我国海洋生态环境,进而保障海洋强国建设,文章基于科学的海洋生态健康评价指标体系和评价方法,对2015年大连市等14个沿海城市的海洋生态健康进行总体评价、差异评价和聚类评价。研究结果表明:基于压力-状态-响应模型构建的海洋生态健康评价指标体系包括压力系统、状态系统和响应系统3个准则层和15个评价指标,涵盖海洋生态自身和人类活动的影响;层次分析法结合德尔菲法在发挥专家作用的基础上尽可能地避免主观偏见,主要内容包括构造判断矩阵、层次排序和一致性检验;从总体来看,14个沿海城市的人类活动对海洋生态健康的负面影响较大、正面影响适中,海洋生态健康状况较好;从差异来看,各沿海城市海洋生态健康状况差异较小,而对海洋生态的破坏差异较大;从聚类来看,各沿海城市均存在优势和不足。
In order to protect China′s marine ecological environment and ensure the construction of a strong ocean country,the paper implemented overall evaluation,differential evaluation and clustering of marine ecological health in 14 coastal cities such as Dalian in 2015,based on the scientific marine ecological health evaluation index system and evaluation method.The research results showed that the marine ecological health evaluation index system based on the pressure-state-response model included 3 criteria layers of stress system,state system and response system and 15 evaluation indicators,covering the impact of marine ecology itself and human activities.In combination with the Delphi method,the subjective prejudice was avoided as much as possible on the basis of the role of experts.The main contents included the construction of judgment matrix,hierarchical ordering and consistency test.In general,the human activities of 14 coastal cities were beneficial to marine ecological health.The negative impact was relatively large,the positive impact was moderate,and the marine ecological health was better.From the perspective of differences,the marine ecological health status of each coastal city was small,but the damage to marine ecology was quite different;from the perspective of clustering,each coastal cities had advantages and disadvantages.
