摘要
基于东部沿海某省2017年全国残疾人基本服务状况与专项调查数据,利用Logit模型的Blinder-Oaxaca分解方法研究了残疾劳动力在就业概率上的性别差异及原因。研究结果表明:残疾男性和女性在就业概率上的差异由可观测到的特征差异所能解释的部分很小,劳动力市场上对残疾女性存在明显的性别歧视。进一步研究发现,未就业残疾人的五种就业扶贫需求性别差异大部分是由可观测到的特征差异无法解释的,残疾女性的先天“弱势”是导致他们就业扶贫需求偏低的主要原因。因此政府在制定和完善消除就业歧视政策的同时,更需深入了解不需要帮扶的失业残疾人的具体情况,必要时为他们提供就业心理指导。
Based on the data of the national survey on basic and special services for the disabled in a province on the eastern coast in 2017,this paper used Blinder-Oaxaca decomposition method of Logit model to research the gender differences in employment probability of the disabled labor force and the reasons. The result shows that the difference in employment probability between disabled men and women is partly explained by the difference in observable characteristics,and there is obvious gender discrimination against disabled women in the labor market. Through further research,it is found that most of the gender differences in the six employment poverty alleviation needs of unemployed disabled people cannot be explained by the observed characteristics. The congenital“disadvantage”of disabled women is the main reason for their low demand for employment poverty alleviation. Therefore,while formulating and improving the policies to elimination of employment discrimination,the government should have a deeper understanding of the specific situation of unemployed disabled people who do not need assistance,and provide psychological guidance for them when necessary.
