摘要 电力系统调峰能力是制约电力系统消纳风电的主要因素。为了辅助风电发展规划及系统规划决策,基于2017年东北电网电源、负荷特性、风电出力特性等,提出了考虑系统调峰能力约束的电网风电消纳水平评估方法。该方法分析了东北电网调峰缺额及风电消纳水平,提出促进风电消纳水平提升的措施和建议:提高现有风电外送通道负荷率、加强建设优质灵活调峰电源、激励需求侧负荷参与系统调峰、完善东北电网调峰市场化补偿机制等。所提方法在辅助有关部门制定风力发电发展规模、电力系统规划时具有参考价值。 Power system peak regulation capability is a major factor restricting the power system's ability to absorb wind power. To assist in wind power development planning and system planning decisions, based on the power supply, load characteristics and wind power output characteristics of Northeast Power Grid in 2017, a grid wind power consumption level assessment method that considers the system peak regulation capacity constraints is proposed. The peaking of the Northeast Power Grid and the level of wind power consumption are analyzed, and measures and suggestions for promoting the level of wind power consumption are proposed, including improving the load rate of the existing wind power transmission channel, strengthening the construction of high-quality flexible peak regulation power supply, stimulating the demand side load to participate in the peaking of the system, and improving the compensation mechanism for the peaking market of the Northeast Power Grid. The proposed method has reference value in assisting relevant departments to formulate the scale of development of wind power generation and power system planning.
