摘要
建国70年,新中国的油气工业由弱到强,从贫油国跻身为国际油气生产和消费大国。其所取得的成就,归根结底,最终归因于中国的制度创新,尤其是自改革开放以来形成的以改革促发展和法治,依法保障改革开放顺利进行的良性协调互动机制。当前正值全面深化改革、油气体制改革和履行气候变化协定的关键时期,为解决油气工业面临的各种问题,让市场机制在油气领域发挥基础性资源配置作用,使油气工业更加健康持续发展,更具国际竞争力,这需要协调好法治与改革的关系。当前油气工业期待一部综合性的行业基本法,期盼油气法的早日出台以引领行业改革、转型与发展。
In the 70 years since the founding of the PRC,China's oil and gas industry has grown from weak to strong.Its achievements are ultimately attributable to China' s institutional innovation.Especially since the beginning of the reform and opening up,a sound coordination and interaction mechanism has been formed between reform and rule of law,in which the former promotes development and the rule of law and the latter ensures the smooth progress of reform.At present,we are in the stage of comprehensively deepening reform,and it is also a crucial period for us to enter the deep-water zone of oil and gas system reform and implement the climate change agreement.To solve the institutional problems facing the oil and gas industry,let the market mechanism play a fundamental role in the allocation of resources in the oil and gas sector,and make the oil and gas industry more healthy,sustainable and internationally competitive,we need to balance the rule of law with reform.At present,the oil and gas industry is looking forward to a comprehensive industry basic law and the early introduction of the oil and gas law.
