摘要
我国药品招标采购制度的实施并未有效地解决药品及高值医用耗材价格虚高问题。这与国内采购组织过于浓厚的本土特色有关,对挤压虚高价格的水分效果有限。重新审视和借鉴美国采购组织并改进我国现行医药招标采购机制,是解决药品和高值医用耗材价格虚高问题的理性选择。建议转变产品议价主体,激发医疗机构参与积极性;量价挂钩,以量制价;实现平台建设“三流合一”并建立质量评价体系。
The implementation of drug tendering and procurement system had not effectively solved the problem of high price deficiency of drugs and high-value medical consumables. Domestic GPO had too strong local characteristics, which had limited effect on squeezing inflated price. It was a rational choice to re-examine the United States5 GPO and improve the mechanism of medical bidding and procurement, which was a rational choice for solving the problem of high value of medical consumables. It put forward the policy suggestions of changing the main body of the price of the products, stimulating the participation of the medical institutions, linking the quantity and price, and making the price, realizing the three flow of the platform and establishing the quality evaluation system.
