摘要
绿色“一带一路”建设是“一带一路”倡议的核心内容。2017年5月环保部印发《“一带一路”生态环境保护合作规划》,规划指出生态环保合作是绿色“一带一路”建设的根本要求。东北亚区域各国积极参与“一带一路”建设,环境合作是东北亚区域环境合作重要内容,本文首先对绿色“一带一路”建设的内涵和意义进行了分析,在此基础上重点分析了绿色“一带一路”建设给东北亚区域环境合作带来的新机遇及面临的新挑战,并提出在生态文明和可持续发展的引领下,保持互动环保与自律环保相结合、探索双边多边环境合作的市场化、鼓励多元主体参与等政策建议,以期为促进东北亚区域环境合作提供参考。
The construction of green "One Belt, One Road" is the core content of the uBelt and Road Initiative". In May 2017, the "One Belt and One Road" Ecological Environmental Protection Cooperation Plan issued by the Ministry of Environmental Protection pointed out that eco-environmental cooperation is the fundamental requirement for the construction of a green "One Belt, One Road". The countries in Northeast Asia actively participate in the construction of the "One Belt, One Road". Environmental cooperation is an important part of environmental cooperation in Northeast Asia. This paper first analyzes the connotation and significance of the construction of green "One Belt, One Road",and on this basis, it focuses on the analysis of the green area."One Belt, One Road" construction brings new opportunities and new challenges to environmental cooperation in Northeast Asia, and proposes to maintain the integration of interactive environmental protection and self-discipline and environmental protection under the guidance of ecological civilization and sustainable development, and explore the marketization of bilateral multilateral environmental cooperation. And encourage policy participation and other policy recommendations, with a view to providing reference for promoting environmental cooperation in Northeast Asia.
