摘要
公众参与作为一项影响较大的社会行为,在国内的发展越来越成熟。介绍了国内公众参与及其参与环境邻避设施风险管理的现状,从风险识别有效性低、风险沟通缺失、公众参与内容有限等方面分析了公众参与环境邻避设施风险管理存在的问题,进而从项目全过程角度探讨了公众参与的模式,并从结构、功能等方面进行了阐述。该模式对于改进环境邻避设施风险管理中的问题,提升环境邻避设施的风险管理水平,具有一定的借鉴意义。
As a major social activity, public participation has become more mature in China. The paper introduced the situation of domestic public participation and its development in environmental risk management (ERM) of environmental NIMBY(Not-In-My-Back-Yard) facilities, and analyzed the problems of public participation in ERM of environmental NIMBY facilities such as the low effectiveness of risk identification, lack of risk communication and limited content of public participation. And then the mode of public participation was discussed from the perspective of the whole project process and elaborated from the structure and function. This model can be of some significance in improving the problems in risk management of environmental NIMBY facilities and in enhancing the management of environmental NIMBY facilities.
