摘要
经过多年的发展,社会资本参与水利建设运营(PPP)项目不断增多,但占全国PPP项目以及占水利建设项目的比重还不高。总结了水利项目PPP模式现状情况,分析了项目实施中存在的主要问题,按照问题导向,提出了注重项目实施方案编制、提高项目策划质量、完善风险识别和风险成因分析与防范机制、加强绩效考核和激励机制设计等对策建议。
After many years’ development,the social capital’s participation in the construction and operation of water conservancy projects( PPP) has increased,but the proportion of the PPP projects to the national PPP projects or the water conservancy construction projects is still not high. The current situation of PPP mode of water conservancy projects are summarized,and the main problems in the implementation of PPP mode of water conservancy projects are analyzed. According to the existing problems, some suggestions are put forward:emphasis on the compilation of implementation plan of projects,promotion of project planning quality,improvement of mechanism of risk identification and cause analysis of risk formation and prevention, and strengthening of performance appraisal and design of incentive mechanism.
