摘要
文章梳理了语言价值、语言选择和语言政策三者的定义及性质,并阐明了它们之间的互动关系。文章指出:语言不但有价值,而且还可分为经济价值、文化价值和情感价值;人类在语言学习和语言使用中都必须做出语言选择,而语言选择基本上是根据语言价值来进行的;语言价值的平衡、发挥和保护,以及个体语言选择与集体语言选择的矛盾,都需要通过语言政策来引导和调控,但语言政策的制定也必须考虑到语言价值和语言选择的影响。对这三者间关系的研究将有助于我们更加理性地看待语言的生存与发展,更加深入地理解人类的语言选择行为,更加科学地制定和实施语言政策。
This paper defines three terms:language value,language choice and language policy,and then expounds their interactive interrelationship.It argues that language does have different kinds of value that can be categorized into economic value,cultural value and emotional value.Principally on the basis of language value,people have to make language choices in their language learning and language use.The problems concerning the functions of language value and the conflicts in language choices must be addressed via language policies.The examination of the hidden close ties among language value,language choices and language policies is conducive to our looking at more plausibly the existence and development trend of languages,to our understanding more profoundly people's language choices and to our making more scientifically language policies.
