摘要
无缝隙行政问责既要实现行政问责启动、执行和救济三个机制的无缝隙对接,也需要对行政问责启动、执行和救济全过程的无缝隙监督。因而,无缝隙行政问责机制建设包括行政问责的启动机制、执行机制、救济机制和监督机制等内容。构建无缝隙行政问责运行机制,其问责启动必须建立在人民主权基础上,问责执行要以政府绩效考核为前提,问责救济制度需要与问责效果考评制度相结合,问责监督应借助网络平台实施全过程监督。
Seamless administrative accountability not only needs to realize the seamless interface of administrative accountability initiation, implementation and relief, but also needs seamless supervision of the whole process of administrative accountability. Therefore, the construction of seamless administrative accountability mechanism includes the initiation mechanism, implementation mechanism, relief mechanism and supervision mechanism. In order to establish a seamless administrative accountability mechanism of Chinese style, the initiation of accountability must be based on the relationship of the people’s sovereignty;the implementation of accountability must be based on the performance appraisal of the government;the accountability relief system must be combined with an accountability effectiveness evaluation system, and the accountability supervision should be implemented through the network platform.
