摘要
目前,国际社会面临着诸多困境与挑战。此情之下,中国本着兼济天下的担当和荣辱与共的情怀,适时地提出了构建人类命运共同体的思想,建设性地指明了人类进步和世界发展的前进方向,以期全人类携手共进,共渡难关。在构建人类命运共同体的思想中,开放包容作为其文化层面,以中国传统文化中“和而不同”等理念为文化内核,进一步发展出求同存异、搁置争议、共同开发等理论与实践内涵。开放包容强调文明交流互鉴和文化多样性,并因此与传统西方对待不同文明、文化的范式存在着根本性差异。同时,在国际法层面,开放包容也就主权问题和人权问题的处理给出了方案。这些无不表明开放包容对中国外交和国际法理念的重要意义,也是中国对其强调和坚守的根本原因。
There have been quite a lot of dilemmas and challenges in today s international society.Faced with the situation,China has put forward the thought of a community of shared future for mankind timely,which points out the direction of human process and world development constructively in order to achieve the general co-operation and overcome the difficulties all together.Rooting in the idea of harmony but not sameness in traditional Chinese culture,the idea of openness and inclusiveness has its new development including the theories and practices of seeking common ground while reserving differences,and shelving differences and seeking joint development,which is the cultural aspect of the thought of a community of shared future for mankind.There are fundamental differences between the idea of openness and inclusiveness on the one hand,and on the other hand,the traditional western paradigms of the treatment to different civilizations and cultures,because the former emphasizes the exchanges and mutual learning and cultural diversity.Meanwhile,the idea of openness and inclusiveness also provides its solutions with respect to the relations between sovereignty and human rights.All the aforementioned issues have shown the significance of openness and inclusiveness to China s perspectives on diplomacy and international law,which is also the reason for China s emphasis and persistence on it.
