基于CGE模型的京津冀地区差异化水价政策分析 被引量:2

摘要 作为一个完整的水生态区,京津冀地区急需解决水资源短缺和水污染严重的问题,从区域整体出发探究合理的水价政策具有重要的现实意义。基于ORANI-G模型,构建京津冀地区的单区域可计算一般均衡(CGE)模型,通过多情景政策分析,模拟研究差异化水价政策对京津冀地区产业耗水、废水排放、部门产出与宏观经济的影响,结果表明:提高水价在短期内对京津冀地区宏观经济和部门产出具有一定的负面影响,但可以有效降低产业部门的水资源消耗与废水排放;行业差异化的水价政策可以有效地促使高耗水行业、高污染行业节约水资源使用、控制废水排放;由于行业对水资源的依赖性不同,水价变动对部门产出的影响存在差异,高耗水行业产出变动最大;灵活的水资源定价方式有助于推动京津冀地区水资源节约与水污染治理。 As a complete water-ecological region,Beijing-Tianjin-Hebei region urgently needs to solve the severe problems of water deficit and pollution,it is of great practical significance to explore reasonable water pricing policy from the perspective of the whole region. Based on ORANI-G model,a single-region computable general equilibrium(CGE) model was constructed for the Beijing-Tianjin-Hebei region. Through multi-scenario policy analysis,the effects of different water pricing policies on industrial water consumption,wastewater discharge,sectoral output and macro-economy in the Beijing-Tianjin-Hebei region were simulated and studied. The results show that the increase of water price has a negative impact on the macro-economy and the output of the sectors in the Beijing-Tianjin-Hebei region in the short term, but it can effectively reduce the consumption of water resources and the discharge of wastewater in the industrial sectors. Industry differentiation of water pricing policies can effectively promote the use of water conservation and control of wastewater discharge in industries with high water consumption and high pollution. Due to different industries’ dependence on water resources,the impact of water pricing changes on the output of different sectors is different, high water consumption industry output changes the most.Flexible water pricing will help promote water conservation and water pollution control in the Beijing-Tianjin-Hebei region.
