摘要 北京市节水工作取得了很大成绩,但定额管理的研究主要集中在工业用水、家庭用水和农业用水,缺乏宾馆用水定额的研究.在分析北京市宾馆发展现状的基础上,阐述了用水定额管理的概念和用水定额制定的原则.通过主成分分析和相关分析法,分析了北京市宾馆用水的主要部位和主要影响因素;通过二次平均先进法得到宾馆各部位用水定额;通过逐步回归法、概率测算法、二次平均先进法和简单几何平均法得到北京市宾馆不同节水水平下综合用水定额值;提出了分阶段实施用水定额管理的思路,不同的阶段对应不同的综合用水定额值,实现城市用水管理模式的平稳转变.第一阶段为2005年~2007年,三星级以下(含三星)宾馆和四星级以上(含四星)宾馆的用水定额考核指标值分别为210m3/床·年,300m3/床·年;第二阶段2008年~2010年,分别为169m3/床·年,282m3/床·年. In spite of remarkable achievements in water saving in Beijing, the researches on water use quota management have focused mostly on industrial water consumption, household water consumption and agricultural water consumption, and fewer studies have paid to hotel's water consumption. Therefore, it is meaningful to analyze the hotel water consumption for transformation of hotel water use management. This paper analyzed the present situation of hotel water consumption, defined the concept of water use quota management and put forward four principles about water use quota management based on the hotel water saving practices. Analysis of principal components and correlation analysis were adopted for confirming major influential factors to, and main sectors, of hotel water consumption as well as existing problems. Water use quota in each sector of hotel was calculated through advanced Di-mean methods as a standard of technique in the water use quota management. The total quota of water use in different level of water saving was put forward based on regression analysis, probability estimation analysis, advanced quadratic mean method and geometric mean method. Different water-using quota in different stage was suggested for smooth transformation of urban water-using management, that is 210 m^3/bed per year in hotels below 3-star (including 3-star) and 300 m^3/bed per year in hotels above 4-star (including 4-star) during period of 2005 - 2007; 169 m^3/bed per year and 282 m^3/bed per year in various hotels from 2008 to 2010.
