摘要
近年来,以PPP模式引入社会资本参与公共基础设施建设和运营取得了明显的效果,但也出现了一些不容忽视的问题。政府部门理念滞后,社会资本方投资动机有偏差,重眼前轻长远,前期论证不充分等,部分地影响了PPP模式的有效推展。当前迫切需要以习近平总书记共享共赢理念指导和统整PPP项目各参与方的思路和行为;同时以精微细致的构思和科学严密的分析做好PPP项目的规划论证。特别是要着眼长远,以项目运筹能力的提升促进企业转型升级。另外,要注重以项目和产业的联动强化运营能力,提升企业的核心竞争力。
In recent years,the introduction of social capital into the public infrastructure construction and operation by using the PPP model has achieved prominent results,but there have also been some problems that cannot be ignored.The idea of governmental departments lags behind,the investment motives of social capital parties are biased,the long-term focus is small,and the previous arguments are insufficient,which partly affects the effective promotion of PPP mode.It is urgent to use the concept of sharing and win-win proposed by Xi Jinping to guide and integrate the ideas and behaviors of the participants of the PPP project.At the same time,the planning and demonstration of PPP projects should be done with meticulous ideas and scientific analysis.In particular,it must take a long-term perspective,and promote the transformation and upgrading of enterprises with the improvement of project operation and planning capabilities.In addition,it is necessary to focus on the linkage of projects and industries to strengthen operational capabilities and enhance the core competitiveness of enterprises.
