摘要
本文通过梳理我国公立医院医疗服务价格改革的历程,将其划分为5个阶段:第一阶段是医疗服务价格统一管理期;第二阶段是改革开放初期医疗服务价格的普遍上调期;第三阶段是政府对管理权限的逐步下放期;第四阶段是医疗服务价格改革深化探索期;第五阶段是医疗服务价格改革全面深化的关键期。研究发现:当前我国公立医院医疗服务价格改革仍面临诸多深层次的矛盾和问题。诸如,医疗服务费用存在增长惯性、费用结构亟待优化,成本核算方法、项目收费机制、政府补偿机制亟待健全等问题。本文以问题为导向,提出补短板,强弱项等具有可操作性的政策建议。
This paper divides the history of medical service price reform in public hospitals in China into five stages: the first stage is the unified management period of medical service prices, and the second stage is the general upward adjustment period of medical service prices in the early stage of reform and opening up. The third stage is the government’s gradual decentralization of management authority, the fourth stage is the deepening exploration period of medical service price reform, and the fifth stage is the critical period for the comprehensive deepening of medical service price reform. The study found that the current reform of medical service prices in public hospitals in China still faces many deep-seated contradictions and problems. For example, the growth of medical service costs, the cost structure needs to be optimized, the cost accounting method, the project charging mechanism, and the government compensation mechanism need to be improved. This paper is problem-oriented, and proposes operational policies such as shortcomings, strengths and weaknesses.
