摘要
"双一流"建设视阈下,高校工会要在目标内容上有力促进和推动"双一流"建设,在行动理念上坚持以人为本、凸显"双一流"建设核心要义,在角色定位上既是"大学校"又是"代言人"。通过对四川大学的实践考察,发现学校工会在融入"双一流"建设理念与行动方面,存在思维转换滞后、思想引领不足、紧贴实际不够等问题;在有效服务"双一流"建设能力方面,存在自身建设缺乏内涵、普惠服务体系运行不畅、主动参与学校治理不够等问题;在职能地位方面存在桥梁和纽带作用发挥有限、职能设置交叉重叠导致职权虚化无效以及地位弱化等问题。在"双一流"建设视阈下,高校工会应主动适应新形势,通过加强对教职工思想引领,深化"双一流"建设理念认同,坚持以人为本,践行"娘家人"公约,全面提升工会工作"软实力"和"硬实力",有效激发工会工作生产力,优化利用社会资源力量,拓展有效参与治理格局,真正提升工会参与"双一流"建设的能力和水平。
In the process of implementing the"Double First-class Construction Plan",the trade union of university should effectively promote the"Double First-class Construction Plan"in its work targets and contents,adhere to the concept of"people-oriented"to highlight the core essence of the"Double First-class Construction Plan",and play the roles as"the whole university"and"the spokesman".Through the practical investigation of Sichuan University,it is found that in the aspect of integrating the idea and the action of the"Double First-class Construction Plan",the trade union of the university has some problems such as lag of thinking transition,lack of thinking leading,and insufficient relevance to practice.In the aspect of the ability of effectively serving the"Double First-class Construction Plan",there are some problems such as lack of connotation of self-construction,poor operation of inclusive service system,insufficient active participation in university governance,and so on;In the aspect of the reality of its function and status,there are some problems such as the limited role as bridges and ties,and the overlapping of its functions leading to the invalidity of the power and the weakening of the status,and so on.From the perspective of the"Double First-class Construction Plan",the trade union of university should take the initiative to adapt to the new situation,reinforce the recognition of the concept of the"Double First-class Construction Plan"through strengthening of the ideological guidance of staffs,adhere to the people-oriented,practice the"family member"convention,and comprehensively improve the"soft power"and"hard power"of the trade union,effectively stimulate the work productivity of the trade union,optimize the utilization of the social resources,expand the effective participation in the governance,and truly promote the ability and the level of the trade union to participate in the"Double First-class Construction Plan".
