摘要
两岸融合发展的主张,是新时代国家统一理论创新和对台政策新思维,这一新政治话语背后蕴含的是新的两岸关系认知体系和治理体系。新时代两岸统一论述和对台工作的重心,已经从广义上的"追求统一""维护统一",进入更加具体的"落实统一"阶段。两岸人民生活共同体的重建,是一项系统工程。在两岸政治僵局一时无解的情况下,两岸关系可以透过单向的、民间的方式推动子系统间的融合,在两岸民众共同的需求增长过程中逐步深化相容与共生关系。
The proposition of the cross-Strait integration and development constitutes a new theoretical innovation of national unity and fresh thinking of the mainland’s policy towards Taiwan in the new era. In fact, behind this new political discourse contains a new cognitive system and governing system of the cross-strait relations. The focus of the discussion on the cross-Strait reunification and the work on Taiwan in the new era has entered a more specific stage of "implementing reunification" from the broad sense of "pursuing reunification" and "safeguarding reunification". Moreover, the reconstruction of people’s living communities across the Strait is considered a systematic project. Under the circumstances of the political stalemate between the two sides, the cross-Strait relations can be improved in the integration of subsystems through one-way and non-governmental ways, and their compatibility and symbiotic relationships can be gradually deepened in the process of common growth demand between the people of the two sides.
