摘要
耕地挖损破坏是耕地破坏最常见的一种类型,研究耕地挖损破坏程度划分标准,可以为完善耕地破坏鉴定标准和办法提供理论借鉴,也可以为管理部门开展耕地破坏鉴定实践工作提供一定参考。本文基于耕地挖损破坏的内涵与形式,从耕地挖损破坏对耕地种植条件尤其是土壤条件的影响及挖损耕地恢复成本两个角度,以挖损深度、挖损破坏的土壤层次和挖损耕地恢复成本收益比为划分指标,将耕地挖损破坏程度划分为轻度破坏、中度破坏和重度破坏三种。研究结果表明:在沈阳地区,挖损深度小于30 cm或仅挖损至耕地犁底层但心土层完好或耕地恢复成本收益比小于0.5,属于轻度挖损破坏;挖损深度介于30~60 cm之间或仅挖损至心土层但底土层完好或耕地恢复成本收益比介于0.5~1之间,属于中度挖损破坏;挖损深度大于60 cm或无典型土层存在或耕地恢复成本收益比大于1,属于重度挖损破坏。
Digging is the most common type of cultivated land damage. Studying the classification criteria of cultivated land digging damage degree can provide theoretical reference for improving the identification criteria and methods of cultivated land damage and for the practice of cultivated land damage identification by management departments.Based on the connotation and form of cultivated land digging damage, the degree of cultivated land digging damage was divided into three levels: mild damage, moderate damage and severe damage, taking the depth of digging damage,the soil layer of digging damage and the recovery cost of digging cultivated land as the divided indices, from the two angles of the impact of digging damage on the cultivation conditions, especially soil conditions, and the recovery cost of digging cultivated land. The results showed that the digging damage of cultivated land belonged to mild damage under the digging damage depth less than 30 cm, or only damage to the plough pan with the intact core soil layer, or the cost-benefit ratio(CBR) of cultivated land restoration less than 0.5 in Shenyang. The cultivated land belonged to moderate digging damage degree under the damage depth between 30 ~ 60 cm, or only damage to the core soil layer with the intact bottom soil layer, or under the CBR of cultivated land restoration between 0.5 ~ 1. The cultivated land belonged to serious digging damage degree under the digging damage depth greater than 60 cm, or no typical soil layer, or the CBR of cultivated land restoration more than 1.
