摘要
海外高层次人才日益成为我国创新型国家建设的一股重要力量,为此政府出台了一系列促进海外高层次人才创新创业的政策。选取我国各部委2000-2018年间颁布的海外高层次人才创业政策作为研究样本,采用共词分析、文本分析等研究方法,从人才型、资本型、服务型和保障型四个政策工具视角进行量化研究,结果发现:在2008年之后,我国海外高层次人才创业政策体系开始逐步形成,但是政策的颁布数量具有一定的波动性,以及政策颁布的形式过于单一;海外高层次人才创业的政策工具的运用侧重于人才型和服务型政策工具,对保障型和资本型政策工具的运用偏少;“工作方式、人才吸引、融资、资金投入、便利服务、硬设施服务、户籍管理、生活后勤”等的运用较为频繁,但缺乏对人才激励措施的使用。根据我国海外高层次人才创业政策体系现状与存在不足,本研究提出了相应的对策与建议。
Overseas high-level talents have increasingly become an important force in the construction of China*s innovative country, so the government has issued a series of policies on innovation and entrepreneurship of overseas high-level talents. Selecting the overseas high-level talent entrepreneurship policies promulgated by various ministries and commissions from 2000 to 2018 as the research sample, and mainly using co word analysis and text analysis methods, this paper conducted a quantitative study from the perspectives of four policy tools: talent, capital, service and security. The results showed that after 2008, the overseas high-level talent entrepreneurship policy system had gradually taken shape in China. However, the number of policies promulgated had certain volatility, and the form of policy promulgation was too single. The application of policy tools paid emphasis on talents and service? oriented policy tools, while the use of security?oriented and capital-based policies was relatively small. The use of "working methods, talent attraction, financing, capital investment, convenience services, hard facilities services, household registration management, life logistics" was more frequent, but lack of incentive measures. According to the current situation and shortcomings of the overseas high-level talent entrepreneurship policy system in China, this study put forward corresponding countermeasures and suggestions.
