摘要
风险虽然是一个当代概念,但是人的风险意识古已有之,尤其是关于风险治理的理论探讨,在当代科技理性大行其道的时代条件下,已经成为重要的研究主题。对启蒙理性的反思批判,倒逼着科技理性与社会理性的和解,这就为风险治理提供了不可或缺的思想价值条件。社会风险产生于理性之外,而风险治理则是在理性之中。关于风险治理,既有着全球治理的总体统筹和协调,也有着较为具体的治理策略。在这里,经济发展是基础,政治联盟是路径,文化辐射是策略。那么,在当代中国社会发展过程中,对风险的治理,不仅要坚持"德""法""和"的基本价值取向,还要科学培养主体的风险意识,以民众的切身利益为基点,以"未来"引导"现在",从而科学有效地治理当代我国社会发展中的风险。
Although risk is a contemporary concept, people ’s risk consciousness has existed for a long time. There is no wonder that the theoretical discussion on risk management has become an important research topic in the era when scientific and technological rationality prevails. The reflection and criticism of the enlightenment rationality forces the reconciliation between scientific and technological rationality and social rationality, which provides an indispensable ideological value condition for risk management. Social risk is produced in outside reason whereas risk management is in reason. As for risk management, there is the overall planning as well as coordination of global governance strategies. Here, economic development is the basis, political union is the path, and the cultural radiation is the strategy. Therefore, in the process of social development, the risk management not only adheres to the basic value orientation, that is,"morality","law" and "harmony", but also cultivates the scientific training of risk awareness based on the interests of people. Future guides now, which can govern the social development risk scientifically and effectively in modern China.
