摘要
随着人工智能对社会生活的广泛渗透,人们的生活方式已经发生了根本性变化,这预示着一个全新的社会类型的出现。政府也要进行积极转型,以适应社会环境的根本变化。从组织形态来看,智慧社会环境下的政府日益从实体组织转变为实体组织与虚拟组织的深度融合;从组织构成来看,传统的职能分工式组织结构将转变为整体性政府;从组织运行来看,政府组织将日益遵循智能感知、自主决策、及时行动、差异化服务几个环节实时呈现的运行过程。
With the extensive penetration of artificial intelligence into social life,people's life style has undergone fundamental changes,which indicates the emergence of a new kind of society.The government should also carry out positive transformation to adapt to the fundamental changes in the social environment.From the perspective of organizational form,the government in the smart society is increasingly transforming from entity organization to the deep integration of entity organization and virtual organization.From the perspective of organizational composition,the traditional functional division of organizational structure will be transformed into a holistic government;From the perspective of organizational operation,government organizations will increasingly become the real-time operation process of intelligent perception,independent decision-making,timely action and differentiated services.
