摘要
城市基础地理信息的获取能力直接影响地理信息产品服务城市的水平,当前数据更新的速度、方法和手段还不能适应现代城市发展对地理信息的需求。基于此,以共享协作、开放互动的思维探索地理空间信息变化情报快速获取的方法和思路,较好地解决地理信息变更情报滞后这一影响地理信息产品现势性的关键性问题。通过工程建设与维护信息、定期普查信息、大众互动信息等3方面的情报收集,最大程度地实现了地理信息产品的现势性、科学性、权威性和多样性。建立共享协同机制,创建分别服务于地理信息技术部门、地理要素建设维护部门和广大人民群众的3个地理信息平台,调动关联于地理信息要素中的所有终端人群,形成各部门各行业各人群优势互补的一套系统的地理信息变更情报监测方案,为快速及时实现数据信息更新提高保障。
Urban basic geographical information acquisition ability directly affects the level of urban service.At present,the speed,method and means of updating data are far from adapting to the development of modern cities.On the basis of this,we explored the methods and ideas of rapid acquisition of geospatial information change information by sharing cooperation and open interactive thinking,which could solve the key problem of the updating speed of geographical information products due to the lag of the change information acquisition.We maximal realized the present situation,scientificity,authority and diversity of geographical information products through collection the construction information of the project,the census information of the periodic geographical factors and the information of the people's interactive information.Then,we established a sharing coordination mechanism,and created three geographical information platforms to serve the professional and technical departments,the construction and maintenance departments and the general public respectively.Finally,we greatly stimulated all the terminal groups associated with geographical information,and formed an intelligence monitoring program of the geographical information changes,which was complementary to each other in various industries,in order to achieve the rapid and timely update of data and information.
