摘要
突发公共卫生事件不仅会对公众的健康造成威胁,也易引起民众的不安与恐慌,因此舆情应对是此类事件应急机制中不可或缺的重要环节。2018年问题疫苗事件发生后,12320卫生健康热线来电与网络舆情走势一致,呈现一过性,发展迅速而回落相对缓慢,最终逐渐趋于平稳。上海市12320卫生健康热线作为公益服务热线,始终站在应对突发公共卫生事件的第一线,是舆情监测与风险沟通的重要渠道。热线部门能够迅速反应并接收预处理突发事件来电,实时了解事件相关的社会舆情,及时解答市民的疑虑,有机整合信息上报反馈,在缓解社会压力和稳定群众情绪方面发挥了重要作用,也为卫生健康部门进行决策提供了参考。
Public health emergencies not only pose a threat to public health,but also cause public anxiety and panic.Therefore,public opinion response is an indispensable part of the emergency response mechanism for such incidents.After the problem vaccine incident in 2018,12320 Health Hotline were on line with the trend of network public opinion.Rapid development and relatively slow decline,and eventually gradually stabilized.Shanghai 12320 Health Hotline,as a public service hotline,always stands at the front line in dealing with public health emergencies.It is an important channel for public opinion monitoring and risk communication.Hotline departments can respond quickly and deal with unexpected calls.It can grasp public opinion,respond to the public,and report information back.It has played an important role in alleviating social pressure and stabilizing the mood of the masses.It also provides a reference for the decision-making of the health sector.
