摘要
农村中小河流治理、修复与管护直接关乎广大人民福祉,河长制是系统推进河流综合整治与河流持续健康发展的管理新举措。以L区河长制为例,剖析湖南省农村中小河流在全面推行河长制过程中面临的问题,提出加强完善河长制管理顶层设计、完善农村中小河流及其流域监测体系、健全河长制管理综合评估体系等建议,为全面落实农村中小河流河长制工作、实现美丽新湖南提供参考。
The renovation, restoration and management of small and medium-sized rivers in rural areas are directly related to the well-being of the people. River chief system is a new management initiative to advance regulation of river systematically, while promoting sustainable and healthy development of rivers. Taking L county as an example, problems of fully implementing river chief system on typical small and medium-sized rivers in rural areas in Hunan Province are studied, and suggestions on improving the management of river chief system are proposed, including strengthening the top-level design of the river chief system, improving the monitoring system of small and medium-sized rivers and their basins in rural areas and improving the comprehensive evaluation system of the river chief system so as to provide experiences to the implementation of the river chief system of small and medium-sized rivers in rural areas and the realization of a beautiful new Hunan Province.
