摘要
良好的市民公共行为文明素养是张家口成功举办2022冬奥会的重要保障。通过对张家口市民公共行为文明素养情况进行调查,发现城市公共文明建设成效初显,但市民公共行为文明素养整体层次还不高;市民公共文明素养各领域发展不平衡,传统文明素养表现优于现代公民素养;市民个体间公共行为文明水平参差不齐。为了提升当前张家口市民公共行为文明素养,建议从教育中提升、管理中约束和环境中熏陶3方面入手。探索创新教育宣传形式,构建点线面相结合的全方位市民教育体系;规范完善制度规章设计,强化政府主导多渠道约束的管理机制;挖掘弘扬优良城市精神,营造市民积极参与的社会环境氛围。
The good public civilization literacy is an important guarantee for the success of the 2022 Olympic Winter Games.The result of the survey of the public civilization literacy of citizens of Zhangjiakou shows that the general level is low,the development in different aspects is uneven,and there is a difference in individuals.It is suggested that the public civilization literacy of citizens of Zhangjiakou should be promoted through the improvement by education,the restraints by management,and the nurture by environment.In education,an omni-directional educational system is expected to establish through the innovation of publicity forms.In management,the regulations and rules should be perfected and a multichannel-restrained management mechanism must be strengthened.In environment,the city spirit should be developed and a social environment in which all the citizens are involved must be established.
