摘要
随着我国固定资产管理体系的不断完善与发展,对固定资产领域的投资额日益加大,在项目实施建设的过程中,建筑安装工程材料价格的风险管理控制日趋严峻。建筑行业普遍达成的共识就是国内的建材价格在2003年以来的几年时间里经历了几次异常波动,尤其是2007年7月到2008年7月,建材价格特别是钢材价格持续上涨,同时,其他主要建筑材料和人工、机械台班价格也出现了大幅上涨的情况。建材价格的异常波动,超出了社会相关部门和业内人士的正常判断,如何处理建材异动引发的法律纠纷,成为建筑行业和法律界关心的热点问题。
With the continuous improvement and development of China's fixed assets management system,the investment in the field of fixed assets is increasing day by day.In the process of project implementation and construction,the risk management control of the price of construction and installation engineering materials is becoming increasingly severe.There is a general consensus in the construction industry that the price of domestic building materials has experienced several abnormal fluctuations in the past few years since 2003.Especially from July 2007 to July 2008,the price of building materials,especially steel,has continued to rise.At the same time,the price of other major building materials>manual and mechanical bench has also risen sharply.The abnormal fluctuation of building materials price is beyond the normal judgment of relevant social departments and professionals.How to deal with the legal disputes caused by building materials alteration has become a hot issue concerned by the construction industry and the legal profession.
