摘要
[目的/意义]在党和国家大力推进中国新型智库建设、人才强国战略的大背景下,新型公安智库相比于传统的警务智库,应更加注重人才在智库研究中的战略性定位。人才作为新型公安智库的软实力,其流动机制是保证智库"鲜活"的关键,是保障公安决策科学性、战略性的重要举措。[方法/过程]本文通过学习美国"旋转门"机制在促进其体制内外人才流动方面的先进经验,以及对中美两国国情的深入分析,发掘出其中可以提升新型公安智库人才流动水平的指导理念和可行做法,并对我国新型公安智库人才流动机制的发展提出一些建议。[结果/结论]经过分析论证,本文认为实现美国"旋转门"的体制内外人才流动较为困难,而实现新型公安智库、公安一线实战部门、公安院校、公安决策部门等体制内的人才流动较为可行,所以本文的人才流动机制建设也是针对新型公安智库"体制内"的人才流动。基于中国本土与实践建设的"旋转门"机制会深入推进新型公安智库人才流动,保障人才之间的交流合作,也必将展现人才资源在提升新型公安智库服务公安决策时的实战性功效、战略性定位等方面的能力。
[Purpose/significance] With the promotion of the new think tank construction and the reinvigoration strategy through talents, the new public security think tank should pay more attention to the talent strategy in the think tanks research, compared with the traditional police think tanks. Talent can reflect the soft power of the new public security think tank. Its flow mechanism is the key to keep the think tank "fresh", and an important measure to ensure the scientific and strategic decision-making of public security.[Method/process] This paper summarizes the advanced experience of the "revolving door" mechanism of the talents flow inside and outside the system in US, and makes an in-depth analysis of the national conditions of China and the US. Then, it explores the guidance and feasible practices that can improve the level of talent flow in the new public security think tank, and puts forward some suggestions for the development of China's new public security think tank talent flow mechanism.[Result/conclusion] After analysis and argumentation, this paper believes that it is more difficult to realize the talents flow inside and outside the "revolving door" system in the US. But it is feasible to realize the talents flow within the new public security think tanks, the front-line combat departments, public security colleges, and public security decision-making departments. Therefore, the construction of the talent flow mechanism in this paper is also aimed at the talent flow within the "system" of the new public security think tank. The "revolving door" mechanism based on China's local and practice construction will further promote the talents flow in the new public security think tank, guarantee the exchanges and cooperation between talents. It will also show the actual effectiveness and strategic positioning of talents in improving the service of new public security think tanks for public security decision-making.
